Secretary of State Hillary Clinton has said that the US administration wants to normalise trade relations with Russia this month.

She said the government was working closely with the US Congress to get the necessary legislation passed.

Mrs Clinton was speaking ahead of the Asia-Pacific Economic Co-operation (Apec) summit in Vladivostok.

Russian President Vladimir Putin has urged a fight against protectionism to turn the global economy around.

And Chinese President Hu Jintao promised his country would try to help the world's economy by increasing the demand in China for imported goods.

Although Russia is now a member of the World Trade Organisation, there is still a piece of legislation that prevents US companies trading normally with Russia - the 1974 Jackson-Vanik amendment which, although suspended, remains in place.

In her speech to the Apec summit in the Russian port city, Mrs Clinton - who is standing in for President Barack Obama - said she welcomed Russia's commitment to playing a greater role in the Asia-Pacific region.

She added: "To make sure our companies get to compete here in Russia, we are working closely with the United States Congress to terminate the application to Jackson-Vanik to Russia and grant Russia permanent normalised trade relations.

"We hope that the Congress will act on this important piece of legislation this month."

However there are concerns in the US Congress about Moscow's support for Iran and Syria, as well as its broader human rights record, so the timing of a vote on the issue remains unclear.

Mr Putin, who is hosting the summit, expressed concern about the world economy, and particularly Europe's debt crisis.

"The priority goal is to fight protectionism in all its forms. It is important to build bridges not walls," he said.
“If you trust in yourself, and believe in your dreams, and follow your star. . . you'll still get beaten by people who spent their time working hard and learning things and weren't so lazy.”

I've generally given Mrs. Clinton relatively high marks for her performance as Secretary of State....

But not for this one....

There's no point in going forward with this, unless we can get some concrete improvement in the Russian regime's behavior in exchange...

The history of making unilateral concessions to these folks in the hopes that it would improve their behavior has uniformly been one of them taking the concession and then continuing on behaving exactly as they have.

Or actually increasing their bellicosity and bullying, and making further demands. (They view unilateral concessions as a sign of weakness to be exploited; not as a show of good faith to be reciprocated.)

The Russians lost 30 million people and marched all the way to Berlin opposing the number one Nazi totalitarian government of all time, and no one would ever mistake Joe Stalin for a lover of freedom....

Keep in mind that this is the man Sarah Palin recently recommended be Mitt Romney's vice presidential nominee.

And not only did West not apologize -- or receive significant criticism from his fellow Republicans -- his revealing response was to raise funds off it.

The number West picked out was apparently based on the number of congressmen affiliated with the Congressional Progressive Caucus. This is an organization of the most liberal members of Congress, but to call them communists is a slander splashed with blood.

Communists, of course, murdered more than 100 million people in the past century, if you add up the rough total of butchery by Vladimir Lenin (Soviet Union), Joseph Stalin (Soviet Union), Mao Zedong (China) and Pol Pot (Cambodia). This is the reason people were understandably offended at Miami Manager Ozzie Guillen's recent comments professing admiration for Cuban Communist dictator Fidel Castro.

But there were no widespread protests or requests for censure in West's case. Instead it was greeted as an almost unremarkable part of the new normal.

A military man of West's rank understands the magnitude of his misstatement. So I'm assuming that he was sincere in the accusation.

To equate liberals in Congress with communists is like equating conservatives in Congress with fascists -- something only the most brain-dead Occupy protester would attempt.

And just for a moment imagine if a liberal member of Congress made an equal and opposite accusation, saying that all the members of the tea party caucus were Nazis. It would be rightly greeted with wall-to-wall outrage.

But the asymmetric polarization of our politics has made such accusations within the easy reach of politically successful ideologues at unguarded moments.

West's comments were simply extensions of U.S. Rep. Michele Bachmann's infamous statement in 2008 about how then-candidate Barack Obama -- and many Democratic members of Congress -- held "anti-American views."

Bertrand Russell visited the Soviet Union in the 1920s and wrote very critically about the lack of human rights in "The Practice and Theory of Bolshevism". He even suggested, before the Soviets developed a nuclear weapon, that the US should use its sole ownership of nukes to eliminate the Soviet union as a military threat.

Why didn’t someone tell me that Ann Coulter wrote this book? If I get a chance I may check it out to see if it coincides with my recollections. I admit that I don’t have a perfect memory and that it is somewhat selective in ways that I don’t understand, but what I remember is what I remember. For example I remember how Reagan was attacked by liberals when he called the Soviet Union an evil empire. It was an evil empire the ultimate in thugs and bullies

Animal Farm, I bought and sent to my grandchildren. Also, I know that Orwell was liberal and a Socialist. There were quite a few that opposed the Soviet Union before Vietnam, but after the war they became a small minority. Also I believe that the communist hated non Marxist socialist more than capitalist; they consider them deviants and traitors to the struggle."
