Calling the work of cake decorating 'creative' is in most cases being somewhat generous. If the dispute came down solely to putting two figures of the same apparent gender on top it vanishes to nothing. But what if someone really was an artist in the true sense who sometimes accepted commissions to create sculptures, murals, glass &c. could you compel someone like that to make a work for you to your design?

I don't think that has ever been tried. You can seduce creativity to your purpose, Leni Riefenstahl, for one unfortunate example, but you cannot compel and command it.
