This probably happened near the Sky Park Airport FedEx Terminal.

According to the news articles on the incident, the snow had caused the crossing gates to malfunction, with the gates down and blinking for over 12 minutes in safety default mode. A crew was sent to check the gate, which being down for 12 minutes had backed up traffic, and the gates went up. Traffic started moving, and a minute later the train came through.
