He pretty much stuck to the script - let the report speak for itself. But the opening paragraph from the FoxNews report was
Special Counsel Robert Mueller, in his first public appearance since being appointed to lead the Russia investigation, broke his silence Wednesday in saying his team did not have the "option” to charge President Trump with a crime because of Department of Justice policy, adding his report "would have said so" if they had “confidence” the president did not commit a crime.
I don't think I would have written it any differently.
He also took pains to thank his team - he used words like integrity. He obviously forgot to mention the 18 Angry Democrats.
He also forgot to mention how the whole reason he agreed to get involved in the first place was because of a dispute he had with one of Trump's country clubs...
Hey don’t forget how pissed he was about not getting hired again as FBI Director - because being one of the longest serving, most lauded and respected past directors was just not enough for that bitch Mueller!

I felt that Mueller was telling Congress they have a job to do -- and impeachment is the only answer.
If an impeachment gets rolling I feel that he would freely testify in closed door sessions, begrudgingly at an open one.
