I don't recall this from Katrina, but apparently Mexico sent very useful naval and army support. A quote from the linked piece:

The federal government cannot possibly provide any hurricane relief to Texas whatsoever unless there are matching cuts to the federal budget, particularly in programs targeted to Texas. Like that dumbass border wall, for starters.

Or maybe he'll offer reassurance to people huddled on rooftops and in emergency shelters that they don't have to worry because he's working hard to make sure "the Wall" gets built...

No, he'll probably claim that since the hurricane came onshore from the Gulf of MEXICO it was obviously a MEXICAN hurricane, and that's why that wall of his needs to be built ASAP so as to prevent any other undocumented MEXICAN hurricanes from illegally entering the United States and interfering with his pledge to Make America Great Again®. -"BB"-

By most accounts FEMA is doing a good job; or at least as well as can be hoped for in a unprecedented storm. FEMA head Brock Long appears to have the right sort of experience - which is why he was OKed by the Senate 95-4. Maybe there is a lesson there for Trump - pick someone qualified and the Democrats in the Senate will go along with it, no problem.
Serious question: should Houston be rebuilt? It is long past time to take a hard look at where things are built, and ask, "Should we REALLY build there?"

Wow that's some statistic. Actually more Louisiana Republicans blame Obama (29%) than Bush (28%) (although 'dunno' has the majority at 44%) - and one would suppose that, on the specific question of Katrina, the Louisiana Republicans might be expected to be better informed than, say, Republicans from North Dakota. Actually the article linked slams Bush for the one thing I think he got right, which was to survey the damage from the air and not get in the way of whatever was going on at ground level.

It's the fastest growing city in the country and 4th largest - 2.38 million souls. Where should they all go?
I don't dismiss your point about coastal cities in general - that is the biggest issue facing the globe as climate change effects worsen, both as a matter of sea level increases and warming-related strengthening of hurricanes/typhoons. As a born/bred coastal gal with a deep fondness for one of the finest, most vibrant coastal cities in the world, this issue plagues my heart.

The US city of Houston has declared a night-time curfew as it battles the impact of Hurricane Harvey.
The storm has dumped record rainfall, leaving large parts of the city underwater, homes destroyed and at least 15 people reported dead.
Houston mayor Sylvester Turner said the curfew was needed to head off looting in America's fourth biggest city.
The curfew will run from 00:00-05:00 local time (05:00-10:00 GMT) for an indefinite period. Relief volunteers, first responders, and those going to and from work are exempt.
Mr Turner said the curfew would help prevent "property crimes" against evacuated homes, and was in force "only to prevent potential criminal acts".
City officials have reported instances of looting, armed robberies and of people impersonating police officers
