If Chrysler had gone into bankruptcy Fiat could have bought it for a fraction of what they paid.
The bailout raised the purchase price by a lot. And in the end Fiat buying Chrysler was good for us.

Actually it would have been broken up with it's parts (read nameplates) being sold to the highest bidder. It's hard assets being worth nearly nothing (comparatively) would be left to rot and it's employees would be out of a job. What the bailout did was guarantee a package sale that kept Chrysler functioning from the top down.
The fact is with Chrysler having almost nil exposure in the European market and Fiat having similar in North America combined with minimal overlap in product. Fiat buying Chrysler was probably the best possible outcome for all involved.

But to get back to Detroit ... They need to tear down all excess housing so that the market value of housing rises to the point that owning and maintaining houses isn't a dead loss.
Detroit has suffered from having an excess of housing, and thus housing was too cheap, since the 1950s.

If rubato did a little research he would have found out that a major reason for the riots (the real reason for the catastrophic population decline) was the unavailability of housing in minority neighborhoods due to so many of them being in the path of the interstates. (imagine that)
