The problem with usury, unfair or exploitive interest &c. is that the universe is a dynamic place and a rate which would be fair in one year would be economic vampirism in another.

It is things like this which make me wonder if self-government is even possible.

Actually, it would be quite easy to define usury as a rate which would be X% in excess of a reference (LIBOR or whatever), This would allow for some recognition of swings in rates, but still prevent unconscionable activities. Of course, some would say that usury is not a crime, one is entitled to charge whatever one can get; but I disagree.

And while we're at it, let's also crack down on check cashing businesses that charge huge rates (often in excess of 10%, even 20%) to just cash a check.

The check-cashers could all convert to churches and call it 'tithing'.

So instaed of using Actuarial tables they are using the Periodic tables and that is Alchemy.
