Don't you have vehicle insurance in uk?

Here the ins company would pay off the owners and then they would have to get it back from the thieves (or whoever the thief sold it to).

A couple have received an apology from police after they were told their stolen caravan could not be seized - as another family was living in it.

The uninsured caravan, worth about £30,000, was found in September on a travellers' site in Hook, Hampshire.

Kath McClelland and partner Mick Curry, who live near Farnham, Surrey, were told officers had no powers to seize it and that it was a civil matter.

The Hampshire force has apologised for its handling of the episode.

The force said it still stood by its decision not to take the caravan which it made after seeking legal advice.

But the case has been reopened and a spokeswoman said officers were now searching for the vehicle which has gone missing.

When police found the caravan last September a 22-year-old man was arrested but later released without charge after he produced evidence he had bought it in good faith from a man in a pub.

Officers sought legal advice and sent the couple a letter explaining they could not seize it for a number of reasons, including a consideration that children were living in it.

Mrs McClelland, who admitted she had to take some responsibility for not insuring the vehicle, said she was happy police had done all they could after a meeting with officers.

She has declined to comment any further on the matter.

A police spokeswoman said the force was sorry for the distress caused and the way it had kept the couple informed of developments.

She added: "We have met with Mr Curry and Mrs McClelland and discussed with them in detail the complexities of the police powers and legal position in relation to this case.

"We are aware of the public's concern but this was a unique set of circumstances and we remain committed to protecting our communities.

"A key part of [the] inquiry is to locate the caravan and return it to its legal owners."

People buy and sell vehicles all the time on Craig's List, is that any less inherently suspicious?

The guy could demonstrate proof of ownership, and it wasn't obvious that he was aware the caravan had been stolen. That makes it impossible to pursue as a criminal matter.

In the US,if you buy stolen property, even if you do so 100% innocently, you're the one who's SOL automatically. The property is returned to the real owner.

The cops don't need to make an arrest or a prosecution if they're convinced the stolen property was bought innocently. But there doesn't need to be a civil action either. The police can simply confiscate the property and return it to the rightful owner. (At least that's what they'd do here; there would be no need for a civil proceeding to determine ownership; if you buy stolen property, innocently or not, you have no case for ownership rights)

Bet they didn't have a hitch lock or a wheel clamp either, might has well have put a fucking big sign on it saying NICK ME!!

As caravan insurance is not compulsory and the CRIS scheme is voluntary, unlike vehicle theft the police can't take it back.

They can take back stolen watches from pawnbrokers - even if the pawnbroker was given a "bill of sale" by some local tea-leaf. They can take back stolen DVD systems even from people who buy them "off a bloke in a pub"

So why would a caravan be different?

(And I wonder what form of "secure site" the caravan was stolen from?)

I am the furthest thing from trusting in matters like this when it comes to my own affairs, but I know that there are a lot of people who don't think anything of doing business with perfect strangers in bars and the parking lots of shopping malls and what have you, and that makes it a difficult job for police to sort out who is acting with criminal intent and who is just an idiot.

One of my guilty pleasures is watching courtroom reality shows, and it astounds me how many people there are who buy automobiles from strangers without checking that they have clear title.
