Military officials said that the shooter was dead and appeared to be a lone gunman who took his own life.
U.S. officials told NBC News the gunman was identified as Ivan Lopez, 34. They wouldn't confirm reports that Lopez was in uniform or that he had taken his own life. His address was listed in the Fort Hood area.
The gunman shot at least eight people, officials said, and two of those died of their injuries at the hospital.
Two more victims were in "extremely grave" condition, according to U.S. military officials.
The Associated Press reported that as many as 14 people were injured, quoting a senior U.S. defense official.
President Barack Obama spoke after the shooting, saying, "We're heartbroken something like this might have happened again."
He added, "We're following it closely. ... I want to just assure all of us we are going to get to the bottom of exactly what happened."
Defense Secretary Chuck Hagel, traveling in Hawaii, told reporters he had little information, but called the event a "terrible tragedy."
Few details were immediately available, but a supervisor at Scott & White Memorial Hospital told NBC News that the hospital was "setting up a command center."
Bell County and state public safety deputies were securing the perimeter of the area, a senior local law enforcement source said.
The FBI was also on scene to support law enforcement, according to the sources.

Something that I've been finding odd about statements being made by military spokespeople in the press briefings about this...
They keep referring to "witnesses" and an "ongoing criminal investigation"; just a couple of minutes ago one of them was talking about not wanting to say things that could jeopardize "the case"....
What "case"? This is the type of language that's generally used by the authorities in these mass shooting type situations when they have a live suspect they plan to bring to trial; You don't generally hear this kind of terminology or concern expressed when the shooter is dead....
Dead folks don't go on trial as general rule, hence there is no "case" and no "witnesses" (at least not in the legal sense, where they might make public statements that could jeopardize a prosecution...)
Are they investigating the possibility that there might have been somebody else involved, or somebody else who helped this guy in some way?

It sounds like they are still investigating to determine the shooter's motive.
He may be linked to the missing Malaysian airplane and could have been acting on behalf of the MOTU.
