Well, not exactly. These were expenses that the Church agreed to assume for the trip, because they were purely religious in nature.
It's a bit unseemly for the Pope to be granting private audiences in exchange for handsome financial gifts. One expects that sort of thing from politicians (and they get criticized for it), but it smacks of selling indulgences.
