It's a German army officer uniform, wesw - WW2.

Blackadder died in WW1 and left no descendants (sadly). He wouldn't be seen alive in the Nazi get-up

The picture in the OP is an interesting one Dale...

Was it taken on one of the Channel Islands during the occupation? Or is it just a Nazi officer who was visiting Britain before the war?
