You're conflating fallout, which is the radioactive particulate matter which falls to earth afterwards with the direct effect of ionizing radiation from the blast itself. The former requires mostly filtration to remove it from drinking water and air but not the thick walls needed against the immediate blast. The gamma emissions from fallout can benefit from thicker walls but I think the biggest threats are from ingesting alpha and beta emitters.

Countries which have a negative trade balance have a surplus of containers which are thus a cheap starting point for housing.

Brilliant solution and for those who clicked through to the sites and saw the designs they are very aesthetic and comfortable housing, more so than trailer parks. And a far more efficient use of space.

rubato--as I recall, bomb shelters were also called fallout shelters, and the point was to remain below ground and in a chamber which did not allow for radiation to penetrate it until the fallout radioactivity fell to an acceptable level. If I recall correctly, the initial blast ionizing radiation decreased rapidly at you progressed from the point of detonation (inverse square of the radius), while the radioactive fallout was much more of a long term problem and much more dispersed. I think people were supposed to have enough supplies for 1-3 months.
