No, They can't. If they could, more infantrymen in WWII would have been armed with shotguns and fewer with machineguns. The U.S., English, Germans and Russians all developed and used different sorts of fully automatic weapons.

Most people understand that the way to change public opinion on any issue is to try to get people to understand your point of view so they might sympathize with your cause. All this video accomplishes is to insult the people they should be reaching out to for change and encourages children to mimic the kids in the video.

Not entirely; under federal law, it is still entirely legal for private citizens to own certain types of fully automatic weapons which were manufactured before 1968 (as I recall) and previously privately owned. State laws may curtail this in some areas. A few years back I researched this for a client who wanted to buy an operational Gattling gun, and it was legal for him to do so with a background check and an ATF permit.
