This cops clearly did not think the arrested individual was dangerous--note that they put his board in the back seat with him. The board is an excellent aid to breaking a window or clubbing a cop when they open the door. Cuffed behind the back can easily become cuffed with hands in front for a young, fit, skinny person.
What is not known is the local culture--have the local 'up-standing' citizens complained about the conduct of skaters in this area?

I did not present my post as an excuse for their conduct. Rather I was calling attention to the cavalier treatment of the 'perp' after they pulled him to the ground, slammed him against the patrol car, etc. The cops clearly believe they can do anything and get away with it, even with witness's recording it.
