There can. But the degree to which a 'terrorist' is an individual is equal to the degree which they don't belong to a larger group. Hence they cease to be "Islamic" or "liberal" and become products of their own individual life histories, Like the Orlando shooter, George Metesky, or Adam Lanza.

Protest demonstrations -- even protests that turn violent -- are not even in the same solar system as terrorism, let alone an equivalent. Throwing eggs and even punches is not even remotely similar to the murderous acts of a terrorist campaign.

There have been (at least nominally) leftist terrorists in our recent history (Weather Underground, Black Liberation Army, Symbionese Liberation Army), but I don't think it's possible to be a "liberal" terrorist because the very concept and underlying philosophy of liberalism rejects radical and violent direct action as a political tactic.

The merits of terrorism as a tactic are debatable, but without the credible threat of further violence to intimidate the populace and promote a particular agenda, neither a one-off assassination nor a nutjob's mass shooting actually qualifies as terrorism.
