The bomb was not a surprise to me. It was a generation ago that the Philly cops dropped 2 bombs from a helicopter to 'stop' the barricade situation with MOVE and burned down an entire neighborhood.

Also if you follow Econo's link the police chief says that after talking with him for several hours, he broke off communication and began shooting at them again. So now you've got a weapons and tactics trained guy whose whole agenda is to kill cops, he's already killed five of them, he's shooting at you again, and you can't see him...
The only other option here would have been a manned assault with a high possibility of additional serious injuries and/or more loss of life.
They were lucky to have this resource available and in using it, they definitely made the right call.

It should be mentioned that the decision to do that wasn't made by the Philadelphia police department...the Philly cops dropped 2 bombs from a helicopter to 'stop' the barricade situation with MOVE and burned down an entire neighborhood.
The decision was made by the then Mayor, Wilson Goode... (who BTW is an African American)

Not to mention that it was a completely different scenario in that, in the Philly situation, Goode apparently gave no thought whatsoever to possible collateral damage; in Dallas the tactical decision that was made was made in order to avoid collateral damage.

The Camden NJ Police Department -- once considered one of the worst in the nation -- fired its entire force a few years ago and rebuilt it from the ground up. The results have been remarkable. They now protect and serve... as guardians, not warriors.

I saw Dallas Police Chief David Brown in a long interview with Jake Tappert and then in his press conference yesterday. A very impressive and thoughtful guy who brings an interesting history and personal tragedy to the job:
The Oakland Police Department could sure use a guy of this quality running their department...

Most police departments (outside of major cites and some well-funded towns) cannot afford all that very expensive training. In MA we pay a premium for a college degree and even more for a master degree, which adds upwards of a 25% bonus onto already generous base salaries (this is a state mandate, although no longer fully funded by the state). Some departments do have an occasional officer going to additional senior-level academies, but that is often via some special assignment and/or when the state or feds are offering money for those trainings.

Didn't OPD go thru 3 chiefs in less that 2 weeks quite recently?
A dysfunctional police dept. to enforce laws in a largely dysfunctional city.
What could go wrong?
