I note there is a Prop 65 on the ballot in California this year and it is about plastic bags.
Suffolk County, LI, NY has put a $0.05 cost on plastic grocery bags starting in 2018. Not a deposit, a cost. The grocery stores get to keep the money.
I am stocking up as I use them for bathroom garbage cans, dog droppings and other stuff. Keeps me from having to buy gladd/hefty bags.

"Corrupt, costly and ineffective." I have never seen evidence of corruption but there is a cost and in many ways it is not that effective.


But not as harmful as prop 13 which drove Calf. Schools from the top 25% to the bottom 25% in the nation. And hurt local government.

Prop 13 is the local whipping boy among so-called progressives when not enough money can be extorted from hard-working people who are already over-taxed to begin with.

A class of lawyers evolved in California who threatened commercial establishments with violation of the Prop 65 warning requirements, the notice on the billboard cartoon above.
Became cheaper to pay them off rather than fight it in court. California has a group of regulations for public benefit, that invite private enforcement. Private parties who file paperwork for violation of these regs get the big chunk of any fine. For obvious reasons they are called bounty hunters.

When this Prop 65 became law, the director in charge of safety for my employer refused to include the required warnings on any of our products. His argument was that the law itself was junk science and somebody had to stand up to it and fight it in court. After two years nobody had filled against us and he retired to his vacation home in Nova Scotia. His replacement said put the warnings on all our packaging and literature.
