No, no, no.  You can't pay Flynn or any other person for his or her testimony; once you do that the testimony is immediately suspect, just like information obtained through torture.  It's a known fact that people being tortured will say, do, or agree to almost anything just to make it stop — and the same thing goes with giving someone thirty pieces of silver for their testimony; you can get anything you want at Alice's Restaurant (sorry) if the price is right.

So let Flynn come forward and spill his guts not for the big payday but because he has suddenly developed a strong and healthy respect for justice and our system of laws .  **THEN** divert a little bit of that black money from the Area 51 or Lockheed 'Skunk Works' budget to take care of him.  After all, according to the 'shadow government' conspiracy theorists, they're part of this super-secret government branch that is researching everything from space aliens to UFOs to anti-gravity to invisibility to government mind control (depending on which dude in the tin-foil hat you ask) and has a bottomless well of funding that is off the books and untraceable so they'd never miss a few million here or there.
