In the summer there is open water all the way from the Bering strait to the Atlantic and we know from experience that just crossing the English channel in summer was very challenging. And Russia has an economy a fraction of California's and the size of the national economy is an important predictor of the ability to wage war,
Just getting manpower and equipment TO the arctic across northern Russia is prohibitive and we would see them (those satellite thingys) weeks before they could do anything.
