You're right. I haven't seen hair curlers in anyone's hair -- in public or private -- in decades. This reminds me of my mother in many ways. But she'd put a scarf over them if she went outside.

It's a Canadian thing....
For Christianity, by identifying truth with faith, must teach-and, properly understood, does teach-that any interference with the truth is immoral. A Christian with faith has nothing to fear from the facts

It's an older person thing. My mother, who passed away two years ago at the age of 89, would regularly put her hair up in curlers overnight (she also had a friend who would come over and assist her with giving herself a home perm from time to time, but I digress) — and my sister, who is fourteen months younger than I, also still uses her curlers occasionally as well.

Uses curlers, fine. Wears them to bed overnight, fine. But in public, please!
I remember one woman who lived on our street when I was growing up, I don't think I ever saw her when she wasn't wearing curlers, and I always wondered, what event/occasion is she setting her hair for if she never takes the curlers out?
She also used to wear bedroom slippers to go to the local stores, another 70s thing.

My mother used to put me to sleep in curlers every Saturday night, so I'd have perfect curls in church and Sunday school. I just remember being miserable because they poked into my head and kept me awake all night. Going out in curlers was just not done, except in emergency circumstances - and then only with a headscarf to hide the curlers as entirely as possible.
The one advantage to curlers is that they don't damage the hair as irons/wands so often do.

I'd love to see a whole parade of people dressed like that and doing the Samba.

So apparently Bruno Mars can wear just about anything and make it look awesome.
The singer performed his hit "Uptown Funk" on The Voice finale last night and made a strong case for sporting curlers out in public. Actually, not even out in public…let's try on stage in front of millions of viewers.
But not just any curlers would do for the Grammy winner, as he opted to don gold curlers for the very special occasion. Let's hope this is his new signature look because it's everything.
The crooner got down with his band and showed off his hip-swiveling skills while belting the catchy single and even got the crowd singing along.
