Reagan should be remembered for his dream and vision of preventing ICBMs from reaching their targets. He wanted to replace MAD with something less horrific. Oh Rub, Reagan didn’t care about the nuts and bolts he just wanted something that worked.
That's like saying that Jules Verne and not Admiral Rickover should be honored as the father of the nuclear submarine, Gene Roddenberry gets credit for warp speed and teleportation (should we ever find a way to implement these concepts), and sci-fi writers like Isaac Asimov, Poul Anderson, Ray Bradbury, and all the others should get recognition for robotics, interstellar travel, time machines, and all the other usual tropes of the genre.

The objection at the time, as I recall it, was not so much scientific and technical - after all, lasers were just beginning to be used and the computer revolution was in its infancy - but that it would be an abrogation of various treaties and would force a new expanded arms race with the USSR. Reagan attempted to work around this objection by saying to Gorby (Iceland talks 1987) that once the US had developed the technology, it would give it to the USSR. There were plenty of both. The x-ray laser project was abandoned by 1992. IIR the American Physical Society said publicly that it was a bad idea. The biggest treaty hurdle was that we had signed a treaty banning nuclear weapons in space.
