ELI5 version: Joe went to the DMV. It took him a long time to get his task there accomplished. Everyone seemed to move slowly. In the picture I posted the DMV employee is dressed as a sloth. A sloth is an animal noted for slow movement.
I hope this clears things up for you.

Thanks BB. I didn't realize it was supposed to be a sloth. Thought it was some kind of special person.

The picture could have been a little larger or a little more clear; but after viewing BSG's clip from the animated film (which had passed by beneath my radar) the gag became much more apparent.
Thanks for the explanation.

Yes, I suppose I could agree with you ... but then we'd both be wrong, wouldn't we?

The picture could have been a little larger

There is this amazing little trick you can do. Using your mouse, and specifically the little scrolling wheel, and the Ctrl key on your keyboard, you can make ANYTHING larger. It's a damned miracle. Give it a whirl sometime.

Sitting here at the window
waiting for my real ID
sitting here at the window
piles of documents in my valise

Now I know what my name is
and my actual dob
but they're asking me to prove
that these things are right and true
and there is no amount of paper
that they'll accept this will do

West Virginia was one of the first states to roll over for Real ID. The requirement for a certified birth certificate meant waiting about two months for the large megalopolis where I was born to send mine.

By that time my license had expired so WV required a letter from the state that issued the expired license stating that it had expired.

Once I had that I was informed I would have to take a written test to get a learner's permit. If I passed the written test I could then take the driving test including parallel parking. I was in my fifties with a twenty year old something as the ride along driving tester.

I passed. I did learn something possibly of use to others.

If you know of any elderly involved in documentation issues with a DMV due to Real ID, the state DMVs have a Homeland Security contact number for handling issues that cannot be resolved under the Real ID regulations. The local offices won't know about the backdoor. The main office in the state will know

As an example my uncle never had a birth certificate. Others I know are American citizens that were born outside the US and the original documents were destroyed during war,

In my case, I could have applied for the regular (unreal ID) license if I didn't have enough time to produce the required documents before my current license expired. I could then have applied for Real ID later. I don't know if it's the same in every state.

I did that. Still didn't know what I was looking at. Maybe a koala bear or someone with wookietis.

That wasn't an option in WV.

I knew a woman who changed back to her maiden name rather than produce the documents to show every name change through the deaths and divorces associated with three marriages that Real ID requires.

I tell young women either keep your last name or keep the original documentation of surname changes somewhere safe that only they have access.

Well if that and context didn't work for you I suppose there is no help for you then.
