I do "Two Thousand" unless I am referring to budget issues or financial years, in which case it is "Twenty Ten - Eleven" or "Twenty Ten - Twenty Eleven",

As Scooter points out, we only went to the long version with the year 2000. And in most cases we didn’t say nineteen ninety nine, we said ninety nine.
So twenty ten is still longhand and eventually it will be the year eleven.
