“Officers worked through yesterday and into the early hours of this morning in a bid to trace the man we believe responsible for these terrible crimes,” Birmingham Police Commander Chief Superintendent Steve Graham said in a statement.
The man, who has not been publicly identified, was taken into custody around 4 a.m. local time, officials said.

The stabbing spree began in Constitution Hill, then continued south through Livery Street, Irving Street and Hurst Street, known as Birmingham’s Gay Village.
Police said the attack does not appear to be “motivated by hate.”
“There is absolutely no suggestion at all that this is terror-related,” Graham said Sunday.”

Yes, UK legal system has strong protections for persons under suspicion of a crime, particularly youth and vulnerable persons. The way that article is worded leads me to think the suspect is possibly suffering serious mental health issues. But in any case, there is strong support amongst the public in the UK to keep private the identity of persons under suspicion except where public safety demands - i.e., if a person is at large and considered dangerous. The idea is to protect people from the ruin that comes from being labeled a suspect even if later cleared by the evidence.
For me, it is far better to grasp the Universe as it really is than to persist in delusion, however satisfying and reassuring.

Until he has been convicted of a crime he is innocent. In times of heightened tensions, such as with terrorists, (the inquest into the Manchester bombing opening yesterday,) it would be foolish to go around identifying people.
