To return to the question which has been bothering me. I get that the accusation by an ex-GF that "He's making bombs in the RV!" isn't enough to get a warrant.

This story is about a black man who was arrested handcuffed and detained while eating out with his family because he "matched the description of a Black man with dreadlocks who was suspected of using stolen credit cards." Forget for a second the whole racial and COVID subtexts: just a chance similarity is enough to get him handcuffed? If that is enough evidence to get him detained why is the explosives allegation not enough to prompt an investigation? Maybe it's a legal difference between Tennessee and Virginia; or is as simple as TN was at his home and the VA guy was out in public at the mall?

Just curious, BSG... did you know Katie Barefoot?  Did you know she was a polymath?  Did you know she spoke/read/understood at least four different languages?  Did you know that she had collaborated with/translated an article by Elie Wiesel for a Sunday newspaper magazine supplement?  Did you know that she played several different musical instruments?  Did you know she was active in the late Paul Wellstone's final campaign for US Senator?

And lastly, did you know that she also had a valid claim to the title "Doctor" as she too held a PhD (from Brandeis University, if I recall correctly)?

That's typical FBI incompetence. They could have prevented the Parkland School Shooting, interfered with and possibly prevented 9/11, and never could find Whitey Bulger or Ted Kazcinski. But if a Super Bowl jersey is stolen they're on it.

Not the same person. She was not a teacher, was not married, and did not have children.
This appears to be someone from North Carolina (the reference to her daughter who 'is also a Gator'; Archer Lodge Middle School in Wendell NC is "the home of the Gators").   The Katie Barefoot I'm referring to was a Minnesota native.
