Blowing up a boat in international water
No way is a speedboat with three outboards going to make it to the US. CONUS is maybe 2000 miles from Venezuela. Per Mr Google a 150 HP Mercury will do about 6.4 mpg - three of them, 2000 miles will need about 1000 gallons of gas - no way. And if it was really smuggling drugs why would they have a crew of 11 people taking up valuable cargo space. And if they were going to Puerto Rico (500 miles) the math still don't math. 250 gallons is a bit more than a cubic yard. NFW.
This idea of blowing up a boat and killing 11 people based on an accusation is against any concept of law - whoever pulled the trigger will never be able to travel overseas or where the ICC remit runs, and 'I was just following orders' won't cut it.

I think you meant to title this "Murder on the high seas," because that's exactly what's depicted.
The government of Venezuela says the video is a fake and the incident never happened. I don't know which side is less credible, but it's a race to the bottom.
If it did happen, it's clearly murder. Even if it were true that the boat and its crew were smuggling drugs, that's not a capital offense. There is absolutely nothing in law or basic human morality that could possibly justify such an act. Whoever ordered it and whoever pulled the trigger should be in prison.

Murder? Sure. But after Obama sanctioned/ordered the murder of several people without trial, we see the US government does it in cases of suspected terrorism, and Trump is capitalizing on it. When you make your moral positions malleable, this is what you end up with. All you need to say is they are "terrorists", and Trump excels at that.

I always thought the militarized "War on Terror" was a stupid and wholly misguided policy; the Al Qaeda leadership responsible for 9/11 should have been rounded up like any other gang of criminals in a police action. Instead, we got Forever Wars and failed nation-building in Iraq and Afghanistan due to the hubris of the Bush Administration and the idiotic foreign adventurism fantasies of the PNAC crew. it's quite possible that the Venezuelans are telling the truth and the video is AI-generated. That would fit Trump’s modus operandi. You guys make the classic mistake of underestimating your enemy. I expected to be placed in an air force combat position such as security police, forward air control, pararescue or E.O.D. I would have liked dog handler. I had heard about the dog Nemo and was highly impressed. “SFB” is sad I didn’t end up in E.O.D.
