dgs is painting with a broad brush, but it's not at all entirely inaccurate.
Many men (even very nice ones) will readily admit that they 'cuddle after' or 'cuddle before' because it's a prerequisite to getting the sexual intimacy they desire. They aren't AS likely to show the same kind of affection to friends/family that women will, totally absent a sexual agenda.
Of the young women I knew (at that same age range) who were sexually active, none of them were active because they were just interested in sex and exploring their sexuality. (Strike that; I knew one such girl in HS; she recently found me on Facebook and is working on husband #5, so that tells me all I need to know about her well-adjusted 'sexual empowerment' as a teen.)
So, the majority of the teen girls I knew were far more concerned with emotional (love) relationship, and many were giving sex in hopes of getting that love in return.
These issues aren't coming out of left field into this thread; they're quite commonly discussed in the literature of adolescent psychology.
