What I stated is true of the world epidemic as a whole. I don't recall making any claims that were specific to Africa

Yes, and Africa's numbers are part of the worldwide numbers, as are India's, Brazil's, Denmark's, Papua New Guinea's, Kazakhstan's, Antigua's, etc., etc. That's why they are worldwide numbers.

Interesting that an AIDS denialist site should have synthesized the statistics from so many countries (their incredibly warped interpretation of the facts being completely beside the point) which show that in countries around the world - Mexico, Thailand, Cambodia, Papua New Guinea, India, as well as countries in Africa - HIV infections among married women outstrip all other groups. Ah, I see the problem. You have inexplicably misinterpreted my words to apply specifically to the U.S., when I have consistently and unmistakably referred to the worldwide situation. In that case there is nothing for you to argue against, because I made no assertions specific to the U.S.

A new bill would reverse the draconian policy of forbidding the distribution of condoms in federal correctional facilities, putting the U.S. in line with most European countries.

The legislation, called the Justice Act, was introduced by Rep. Barbara Lee (D-CA) in August, and could help address a seemingly intractable problem: the spread of HIV during and after incarceration. “We can no longer afford to ignore the reality that sexually transmitted infections can be spread within our correctional system,” said Lee.

While an astounding 25 percent of the HIV-positive population passes through U.S. correctional facilities each year, just one percent of prisons and jails can legally distribute condoms.
Am I reading my calendar correctly, is it 2011, or have I been transported back to the Dark Ages, that we are still debating whether condoms are an effective disease prevention tool?

To be true, that would have to apply to all countries. You listed a few countries where the rates are increasing amongst married women, but where is the rest of the world data, if you are gong to call it the 'global' best?

The percentage of 76% of women infected with HIV in Africa means that distributed across the rest of the world, is the remaining 24%. Distribution of that figure makes the percentage even smaller per county, so how could such a small segment of the population, become the the best predictor?

I would think the best predictor of acquiring HIV - would be being a sex worker.

Scooter, we don't allow condoms in our prisons because there isn't any sex in our prisons - so handing out condoms would be a waste of resources.

If you were focused on the USA as everyone should be, you'd know this already. Please get with the program.

It is the best predictor of the worldwide epidemic. I said nothing about it being the best predictor of the epidemic in any particular country or countries.

For that to be true in the way I referred to it, sex workers would have to outnumber every other demographic. If you mean something completely different when you say "best predictor", that is your prerogative, but in that case it bears no relationship to anything I have stated.

By "best predictor" worldwide, I mean that married women comprise the largest demographic among all persons who are HIV+ worldwide. That statement does not become false just because married women may not be the largest demographic among HIV cases in any particular country or countries.
