Having a tenant in your house is in accordance with whatever terms you set, loCA.
I've already done it several times in my life, and I happen to also know one or two things about L/T law.
If you are sharing your house with another adult and her kid(s), then certainly she should be paying at least half the utilities and damn close to half whatever fair market value rent is for your house.
Anything less and you are being charitable to a degree to which you cannot afford to be, especially if it compels you to break the law.

Apparently it was morally acceptable when you were going to do it. And while what she described in the OP was certainly stealing, she has never named it as such. She called it "finagling" at one point, what does that tell you?

I thought that stalking might begin by (just saying here) something maybe not a million miles from starting a poll on whether another poster should be banned and then jumping into her thread with cogent and helpful comments along the lines of "you're a thief", "you should pay for services", "you're a drunk", "maybe you could get sober"

I've had about an hours sleep and feeling a bit low, so here's my sad story ...
My ex became a really unpleasant person and after many years of financial mismanagement and other nasties ended up disappearing interstate, leaving me responsible for all his failed business debts and other disasters that I had no involvement in. I did begin to fight the legal fight and apparently had a pretty good case and probably would have won, but ironically had to give up because I didn't have the emotional strength, energy or money to finish the court battle it would have taken. My remaining option was bankruptcy so that I could try to get away from the multi-multi thousand and seemingly ever increasing burden of his failings and hopefully still have money to feed and house my children. I lost my house, lost every cent I ever had, most of my furniture and belongings and nearly my kids (they are from my first failed marriage - I was an idiot two times and both times had to start again with nothing except the scars etc sob sob). It was a long and awful and traumatic fight - I nearly lost my hair from the stress, started to go grey with what hair wasn't falling out, and ended up with a heart issue, and aged considerably. And although the rest of his dealings are no longer my burden I still owe one last creditor - I have to repay my family multi thousands that they had lent to my ex's business because, although I legally don't have to pay anything else and they've said it's okay, morally I can't leave them with that just because of my lousy choice in men. So I have a lot more years left of working long miserable hours to make the best life possible for my kids, and to pay my family. We live in a dump nowadays, and I have a liusy credit rating, but it's a happy dump and I have really, really great kids who are appreciative and will have learned many valuable life lessons from my mistakes!
Will probably regret writing the above when i've had a sleep. Just hate being a 'loser' when I've always tried to be fair and always done the 'right' thing. I spend my life being a 'good person' and karma keeps kicking me in the face - all I can think of is I must have been very awful in a past life!

It was very courageous of you to share your story.
I don't think you're a loser at all; I've been there and have worked with lots of folks forced into bankruptcy by circumstances out of their control. It makes me very angry that we just accept corporate bankruptcy as business per usual even when those reorganizations often mean layoffs of working folks and the raiding of pension plans, but we allow denigration of the individual 'bankrupt' when their creditors are often insured against the loss.
Don't let loCA's nastiness get you down; I'm glad you got the clean slate you deserved to move ahead and admire your commitment to repay your family.
