I would think that the idiot who owned the car could make the argument that it would have been quicker for them to go over the car with the hose, so they didn't break the windows out of necessity.

Is the hose that inflexible that it could only be bent so far at close quarters, maybe? Otherwise I can't see how anyone would have thought this was a better idea than passing it over or around.
