I have to admit I gave up on Dylan when he started those gospel records; I'm sure some liked them, but I was not a fan.
And as for the OP, as a person who enjoys Tom Waits and Leonard Cohen (although not to the level some here do) I have heard the horrible voice comments for them many times, same for Lou Reed.
And Jim, Justin Bieber? You sure you're not a 12 year old girl with hearing problems? I can't put him up against any legitimate musician/composer and find him superior, even those whose writing I hate. His "music" isn't even good enough to hate.
