I know that, for example, police visits to a home for so-called "wellness checks", often used with people experiencing mental health issues will show up on an enhanced version of a records check (used for employment working with children or other vulnerable persons). Not arguing what should or shouldn't be, only that what is happening in the present case is by no means unique.

Well over here we have confidentiality laws over medical disclosure. There's a different sort of stigma to mental health issues could be just as compromising for potential employment.

I don't know in Canada what the standards are, but as I understand wellness checks in the US, they occur when someone calls the police based on a loved one's behavior or the police observe someone acting violently. If the police are called and nothing is visibly amiss, they leave without further action and do not create a report(although they may choose to, in which case they will also report that there was no basis to the report). In the UK requirement (as I understand it) they are required to report the "hate" allegation even if there is no evidence for it (and it does not appear that they are either required to or permitted, as the requirement is only to report the allegation, not see if it is substantiated). This is a big difference.

Well, this is England, not the USofA, so I do not have solid knowledge of what is actually required by law in England by 'Guidelines" , 'instructed' and 'required.
But if they are actually expected to record and report these actions 'deemed' with 'no evidence' it seems a ripe opportunity to harass the police by a tactic popular back in the '60s among student protestors described as 'giving the crank an extra turn.' That is when a rule is absurd, rub authority's metaphorical nose in it. Have many people report many instances of actions deemed motivated by an element hate with no evidence. Call a hundred times reporting people walking on the sidewalk motivated by hate of people driving cars. This could be the next great social media challenge. How many calls can you make, with no evidence to prove them?

I fondly remember the strange looks and remarkable words exchanged when, about 30 years after my oh-so-very-formal Eighth Grade graduation, I returned to the school office and asked to see my very own permanent record.

The school "permanent record" was an empty threat, but a police record can affect you in many countries, including the US; I've sene it happen a number of times, and straightening things out can be difficult, if not impossible.
