I made no reference whatsoever to the first Iraq war, which was launched with the authority of a UN Security Council resolution and was, therefore, a perfectly legal action.
And the proper response to whatever violations of UN resolutions had occurred since that time would have been to go back to the UN and get another authorization for an invasion. Which was not done, GWB instead choosing to go with a coalition of the willing idiots.

If you had read your own link and related articles in the same source, you would have seen repeated references to pro- and anti-Gaddafi tribes, as well as the fact that areas under rebel control vs. Gaddafi's control were populated by different tribes, thus making this a tribal conflict as well as a political one, thus making Gaddafi's attempts to exterminate the opposition a genocide.

The civil war makes a huge difference, the citizens of Libya were pissed off at Qaddafi and not going to take anymore. We aided them in their fight, instead of doing everything ourselves.
The Libyans went from civil war to new government within a matter of months. The Iraqi government was so thoroughly obliterated by our invasion that it took years to get things running again.
The two situations might have been somewhat comparable if Iraq had consisted solely of a surgical strike against Saddam Hussein.
